I think the problem has to do with definition …
In my view, courts will never move to a **paperless** environment, but we can certainly reduce our dependence on paper by relying as much as possible upon electronic records.
The new term of art is paper-on-demand, which means that at the time you need paper, you can produce it, but most other times operate in an electronic environment. Translation – expand e-filing, e-noticing and web based service delivery.
